> Toden documentation. For the full index fetch /llms.txt. Every page is available as Markdown by appending .md to its URL. Identity verification uses /api/kyc, Risk Intelligence uses /api/v1; they are separate contracts with different error shapes. Never invent an endpoint, field or enum value: read the API reference page for the operation first.

# Review a verification

POST https://sandbox-api.toden.co/api/kyc/verifications/{id}/review
Content-Type: application/json

Approves, declines or sends back a finished verification, or changes an earlier decision. The check result is never rewritten. Your webhook endpoints receive `verification.status_updated`. Only a send-back creates a session, so only a send-back counts towards the session rate limit.

**Error codes**

| `error` | Status | Meaning |
|---|---|---|
| `invalid_input` | 400 | The body is malformed, or a field came with a decision it does not apply to. |
| `invalid_steps` | 400 | A step name is not valid. The message lists the valid names. |
| `invalid_reference_photo` | 400 | A biometric workflow reference photo could not be found. |
| `verification_not_found` | 404 | No verification with that id for this organisation and environment. |
| `verification_in_progress` | 409 | The checks have not finished. |
| `no_workflow` | 422 | The verification did not run a workflow, so there is no flow to send the applicant back into. |
| `user_reference_required` | 422 | A biometric workflow redo did not name its subject. |
| `not_enrolled` | 422 | The subject has no active biometric enrolment. |
| `rate_limited` | 429 | Too many sessions were started. Try again shortly. |
| `Missing or invalid Authorization header` | 401 | No bearer credential was sent. |
| `Invalid API key` | 401 | The key is unknown or revoked. |
| `environment_mismatch` | 403 | The key belongs to an environment this host does not serve. |
| `origin_not_allowed` | 403 | The request origin is not on the publishable key allowlist. |
| `ip_not_allowed` | 403 | The caller address is not on the secret key allowlist. |
| `organization_suspended` | 403 | The organisation is suspended. |
| `secret_key_required` | 403 | A publishable key was used on a secret-key endpoint. |
| `business_not_approved` | 403 | A production key was used before the business was approved. |

Requires a secret (`sk_`) key. A publishable key receives `403 secret_key_required`.

## Authentication

- `Authorization` header (bearer token, required) — Send the API key as a Bearer token. Each operation states whether a publishable key is enough or a secret key is required.

## Servers

- `https://sandbox-api.toden.co` (Sandbox, default)
- `https://api.toden.co` (Production)

## Request

### Path parameters

- `id` (string, required) — The verification identifier.

### Body (application/json)

This endpoint expects a ReviewVerificationRequest.

- `decision` (enum, required) — Approve, decline, or send the verification back to the applicant.
  - Allowed values: `APPROVED`, `DECLINED`, `RESUBMISSION`
- `note` (string, optional) — An internal note. Kept in your audit log and never sent to webhooks or returned by the API.
- `steps` (list of enum, optional) — `RESUBMISSION` only. The steps to redo. Absent or empty means the whole flow.
  - Allowed values: `id-type`, `id-input`, `document-capture`, `liveness`, `supporting-documents`, `proof-of-address`, `nfc`, `email-verification`, `phone-verification`, `business-details`, `business-key-people`, `business-documents`, `questionnaire`
- `message` (string, optional) — `RESUBMISSION` only. Shown to the applicant when they open the link.
- `policy` (enum, optional) — Which workflow version the redo runs: the one the applicant walked (`original`) or the one published now (`latest`). Absent follows the workflow setting.
  - Allowed values: `original`, `latest`
- `notifyApplicant` (boolean, optional) — `APPROVED` or `DECLINED` only. Whether to email the applicant about the decision. Absent follows the workflow.
- `email` (string, optional) — On a `RESUBMISSION`, email the link to this address. On an approval or decline sent with `notifyApplicant: true`, the address to email instead of the one on file.

## Response

### 401 Unauthorized Error

The Authorization header is missing, or the API key is unknown or revoked.

- `error` (string, required) — A stable machine-readable code such as `invalid_input`. Authentication failures (401) carry a short sentence here instead of a code.
- `message` (string, optional) — A human-readable explanation, safe to log. The wording may change.

### 403 Forbidden Error
